Copy of a letter from Jean Sindab to Secretary of State George Schultz urging that the U.S. not drastically reduce its economic aid to Zimbabwe in response to Zimbabwe's abstention in the United Nations Security Council on the issue of Russia shooting down a Korean plane. Such an action would be especially cruel because of the severe drought in southern Africa. It also would call into doubt U.S. sincerity in opposing apartheid; the U.S. has repeatedly failed to act against South Africa's destabilization of the neighboring states. U.S. officials have said the U.S. will not "[ban] food aid to Mozambique or development aid to Zimbabwe," and the administration should not renege on this.
