The mailing reports on Senate passage of the Tunney Amendment to the foreign aid bill providing that the President make an annual report on the use by Portugal in its military activities in the African territories of aid, defense materials and services, agricultural commodities, and items that have a military application for which validated export licenses are granted (including Boeing airplanes and Bell helicopters). Aid, sales and licenses would be suspended if the President determined that Portugal had used these items in its African wars. The mailing also urged support for aid to drought-stricken West African countries, a stronger version of which was adopted by the House of Representatives.
