This document is a proposal to the City of Boston from the Boston Chapter of the Mozambique Support Network (MSN) that Boston make Biera, Mozambique its sister cities. Beira would be Boston's first sister city in Africa. The proposal documents the work that MSN already has done in Boson, including in the fields of health and culture, and the support these activities have received from City officials.
