An article reports on the U.S. National Security Council review of southern Africa policy, consideration of assigning ambassadors to Botswana, Lesotho, and Swaziland, and the State Department looking for an Afro-American to serve as Special Assistant to Assistant Secretary of State for Africa David Newsom. Representatives Charles Diggs (D-MI) and Ogden Reid (R-NY) of the House Subcommittee on Africa have been informed that South Africa will grant visas to them only if they promise not to make speeches or statements, while they will give unconditional visas to two other members of the House Foreign Affairs Committee. All of them cancelled plans to visit South Africa. Reid met with government and liberation movement leaders in Central and East Africa and sent a recorded speech to a meeting of NUSAS in Cape Town that was played from an empty chair.
