This document focuses on a $340,000 study led by the African-American Scholars Council and engaging a number of scholars. The study, conducted when minority rule was still in force in Zimbabwe and Namibia and armed struggle was expanding in both countries, was controversial from the start. Gervasi and Turner argue that the purpose of the study was to formulate options for U.S. policy and to identify levers of power that could be used to control the pace and pattern of the transition to majority rule.
