Two memos of December 3 and December 6, 1978 report on arrests of SWAPO members and raid on the office of the Anglican Church in Namibia following a political rally Katutura township outside Windhoek and bomb blast at a petrol depot operated by Shell and British Petroleum outside Windhoek. The rally opposed the South African-imposed electoral process to install a compliant political grouping in Namibia.
