These policy guidelines for the Washington Office on Africa were formulated in the context of the Reagan Administration's view that the white minority government in South Africa is an acceptable part of a solution in Southern Africa. It addresses Angola (including recognition), South Africa (including Export-Import Bank financing, nuclear relations, and the bantustans), Namibia (including conditions for constitutional conference and United Nations sponsored elections), Zimbabwe (including sanctions and negotiations for independence), and criteria for aid to independent countries in Southern Africa.
