On September 7, 1974, the Portuguese Foreign Minister, Mario Soares, and FRELIMO President, Samora Machel, signed an agreement in Lusaka, Zambia, establishing the modalities for the transfer of power in Mozambique to an independent government headed by FRELIMO.
