On September 7, 1974, the Portuguese Foreign Minister, Mario Soares, and FRELIMO President, Samora Machel, signed an agreement in Lusaka, Zambia, establishing the modalities for the transfer of power in Mozambique to an independent government headed by FRELIMO. On September 20 the transitional government was sworn in in a ceremony at Lourenco Marques. This issue includes excerpts from a message from Comrade Samora Machel, President of FRELIMO, delivered on September 20th on the occasion of the investiture of the transitional government.
