This analysis of Angola provides evidence to counter Secretary of State Kissinger's contention that it was the Soviet Union and Communist Party of Portugal that sabotaged the Alvor Agreement of January, 1975. The document argues that, with support from the CIA, the FNLA and Zaire were responsible for the first major escalation of violence in attempt to seize power, and only then did Cuban troops come in in significant numbers to handle sophisticated equipment. A brief chronology from October 1974 to February 1976 is included.
