This analysis of the latest attempt at peace between the Angolan government led by the MPLA and UNITA focuses on what lessons need to be learned from previous unsuccessful attempts. The 1992 election was regarded as free and fair, yet pressure was not put on Unita to deter it from returned to war; nor was action taken to deprive Unita of military power. The current expanded mandate and numbers of the United Nations force is an improvement, but the political will of the international community is still in question, should things go wrong.
