This document lays out the argument against the National Security Education Program (NSEP), a program funded by the Department of Defense that funds undergraduate and graduate study abroad for language learning, contingent on their working for an agency with national security interests for a period equal to their scholarship or fellowship. Many scholars of Africa have opposed the policies of the Department of Defense and Central Intelligence Agency in Africa for decades and argued that scholars therefore should not accept DOD or CIA funding. Several organizational statements opposing NSEP are quoted, including from the Directors of Title VI African Studies Centers.
