This petition was signed by more than 500 scholars of Africa and was sent to the Department of State and selected members of Congress. The Association of Concerned Africa Scholars (ACAS) was formed one year after this petition was circulated. People who later formed ACAS led this effort, and concern about U.S. policy toward Angola was an impetus for forming ACAS.
