Policy document, possibly distributed to the press, government officials, and activist, calling for the U.S. government not to recognize the "internal agreement" signed by Ian Smith, Ndabaningi Sithole, Abel Muzorewa, and Jeremiah Chirau. The agreement only seems to establish a framework for majority rule, while it perpetuates confusion between minority rights and special privilege for whites. The agreement cannot lead to a ceasefire because the Patriotic Front is not a party to the agreement. The internal agreement is opposed by the Frontline States and the Council of Ministers of the Organization of African Unity. The documents calls on the U.S. government to continue efforts to find a solution acceptable to Zimbabweans engaged in the liberation struggle. The Anglo-American proposal differs in significant ways from the internal agreement, particularly in that it calls for Ian Smith to step down, for the United Kingdom to return during a brief transitional period, and for a possible role in the elections for the United Nations. Also, the Anglo-American proposal is an acceptable process to both the Frontline States and the Patriotic Front.
