This second report from Mike Fleshman, The Africa Fund's staff person in northern Namibia, provides further evidence that the prospect of free and fair elections is deteriorating much more seriously than the United Nations Secretary General communicated to the Security Council (also attached) on returning from Namibia. A brief press report also is enclosed about two recently-promulgated laws on the composition and functioning of the Constituent Assembly, which is charged with determining an independent Namibia's form of government.
