The mailing says the comprehensive Dellums-Cranston sanctions bill [HR1580/S556] has passed its first major hurdle in the House of Representatives and was reported out of both the Africa Subcommittee and the Subcommittee on International Economic Policy and Trade, to which it had been initially referred. The mailing says the bill bans all investment in and bank loans to South Africa and Namibia, requiring disinvestment within six months of the passage of the bill. It bans all trade with South Africa, except certain strategic minerals if the President determines them vital, and prohibits all U. S. military and intelligence cooperation with South Africa.
