The memorandum reports on recent activities by two firms registered at the U.S. Justice Department as foreign agents for the South African Department of Information. The public relations firm of Sydney S. Baron Company contracted to provide analysis of economic, sociological and political developments in the U.S. affecting South Africa, assist with "preparation and distribution of press releases, publication, analyses, reports, films and other communication vehicles" and counsel them about tourism. Andrew Hatcher, an African-American who had been part of the Kennedy administration, worked on the contract for the Baron Company. The legal firm, Collier, Shannon, Rill and Edwards, and their attorney Donald DeKieffer lobby for South Africa in Washington, D.C. The memo reports on several links between South Africa and the University of Mississippi and also a trade agreement reached with the Mississippi-based E.F. Young Co. to sell skin lighteners and hair straighteners in South Africa.
