The mailing says Ted Lockwood and other American NGO Observer team members are still very cautious about the elections despite the rather optimistic recent news reports. The team expressed its concerns about the mass arrests of ZANU-PF members which continued during the first day of voting. They are also concerned that Lord Soames, the governor overseeing the election, has not yet committed himself to giving the first opportunity to form a government to the party which receives the most votes. The observer group will release a report on the pre-election period before the election results are announced. Two members of the observer team, Cynthia Cannady of TransAfrica and the NAACP and George Houser of ACOA, will hold a press conference in Washington, D.C. on Monday, March 3. The mailing includes a telegram that say the team issued a statement with Canadian non-governmental observers expressing concern about increased militarization, intimidation by security forces, and possible utilization by the governor of banning and disenfranchise powers. The statement called upon the governor to recall auxiliaries. The telegram says the observers attended the funeral of Roman Catholic priest Fr. Kilian Hussen and interviewed a priest who witnessed Hussen's murder.
