The telegram opposes the unilateral decision to send U.S. Army and Air Force personnel to Congo, expanding U.S. involvement in an African struggle. If U.S. troops are fired upon defending transport planes, they inevitably are involved in shooting war. The U.S. cannot afford a new Vietnam in Africa. The U.S. should press for a solution to Congo crisis within OAU and United Nations. In the mailing, George Houser has recently spent six weeks in Africa when he met with Kenneth Kaunda, Prime Minister of Northern Rhodesia, and others.
