Formation of the Free South Africa Coalition (FSAC) was announced on September 11, 1985 on the steps of Orlando City Hall. The group consisted of 25 community leaders and organizations, including the Rev. Joe Flores, associate pastor the Livingstone Street Church of God, Doug Dagley, President of the Central Florida AFL-CIO, Sister Eillene Primrose of the Catholic Dioceses of Orlando, and Roman Catholic priest Rudi Cleare. The group came together to advocate for the city of Orlando to divest its pension funds from companies operating in South Africa. They organized a march from Mount Zion Baptist Church to the City Hall on October 11 in which 400 people participated. The City Council established a committee to make a recommendation about divestment, in which some members of FSAC participated. In May 1986, the Council voted against full divestment and then approved a very limited divestment resolution.
