DC Divest was formed in the early 1980s to campaign to get the city of Washington, D.C. to divest from companies doing business in South Africa and Namibia. It was a coalition that included the Southern Africa Support Project, Committee for a Free South Africa, the Washington Office on Africa, and TransAfrica. The campaign was successful. In October 1983, the D.C. City Council passed a bill that prohibited deposits or investment of public funds in banks, financial institutions, or corporations doing business in South Africa or Namibia. Because the District of Columbia lacks complete home rule, the District Committee of the U.S. House of Representatives could have blocked implementation of the bill, but a move to do so was defeated by a vote of 10-2 in February 1984.
