The leaflet says the World Bank suggested in 1967 that a commission be formed to study the previous 30 years of development assistance and that L. B. Pearson, former Prime Minister of Canada, undertake the study. The leaflet discusses the Commission of International Development, Economic and Social Council of the United Nations, Partners in Development, the International Development Strategy for the Second UN Development Decade, the UN General Assembly, New International Economic Order (NIEO), the Global South, the Non-Aligned Movement, OPEC, the "Declaration and Program of Action of the New International Order," Resolution 3362, Resolution 2626, and GNP.
