The pamphlet says as the new millennium approaches, Africa is in the midst of its second struggle for independence; the first independence generation, from the 1960s to the 1990s, saw many victories, culminating in the end of political apartheid in South Africa in 1994. The pamphlet includes excerpts of a charter adopted by participants in the International Conference on Popular Participation in the Recovery and Development Process in Africa held in Arusha, the United Republic of Tanzania from 12 to 16 February 1990, as a collaborative effort between African people's organizations, African governments, non-governmental organizations and United Nations agencies. The pamphlet includes excerpts of a speech by United Nations Secretary-General Kofi Annan to the 0rganization of African Unity, June 2, 1997.
