Testimony by Peter Weiss, Vice-Chairman of the American Committee on Africa (ACOA), before the House Foreign Affairs Committee hearings on the Mutual Security program as it affects Africa. Weiss says he and George Houser, Executive Director of ACOA, recently returned from two important conferences, the second meeting of the All-African People's Conference in Tunis, and the second session of the Economic Commission for Africa in Tangiers. The testimony quotes Julius Nyerere and discusses U.S. foreign policy, including foreign aid and investment in Africa.
