Gay McDougall was director of the Southern African Project of the Lawyers' Committee for Civil Rights Under Law from 1980 until early 1994. She assisted thousands of political prisoners in South Africa and Namibia. She was one of five international members of the Independent Electoral Commission that organized and administered South Africa's first non-racial election in April 1994. In 2005 she was appointed as the United Nations' first Independent Expert on minority issues, a position she still held when the interview was conducted.
