The Security Council was about to meet on a request by Mozambique for international aid to help it meet the economic difficulties arising from its decision on March 3 to impose full sanctions against the Ian Smith regime in Rhodesia. Later that day the Security Council adopted Resolution 386 (1976) that appealed "to all states to provide immediate financial, technical and material assistance to Mozambique, so that Mozambique can carry out its economic development programme normally and enhance its capacity to implement fully the system of sanctions."
