This memorandum notes that the Carter Administration is asking Congress to approve the most controversial part of the "Kissinger plan" for Rhodesia. It is seeking $100 million for the first installment of a U.S. contribution to the "Zimbabwe Development Fund." The Senate Foreign Relations Committee and the House International Relations Committee have not yet held hearings on the Security Supporting Assistance section of the foreign aid bill under which the Zimbabwe Development Fund contribution is being requested. There are many unanswered questions about the Fund.
