The proposal outlines manageable tasks that ACOA could undertake to lay groundwork for a campaign on sanctions against South Africa. These include preparing a pamphlet and a background memorandum to be distributed to labor, student groups, and liberal organizations; speaking tours advocating sanctions by people such as Michael Scott, Vus Make, Oliver Tambo, and South West African petitioners; a delegation to meet with Adlai Stevenson and G. Mennen Williams; and urging a speech advocating sanctions in Congress.
