Letter to the Democrat and Chronicle criticizing the Reagan administration’s policy of "constructive engagement" with the apartheid government of P. W. Botha. It notes the increased U.S. sales of strategic military equipment to the South African government despite a U.N. arms embargo. The civil unrest in South Africa demonstrate the failure of "constructive engagement." [Note: This letter appeared in the Democrat and Chronicle on December 5, 1984.]
