The newsletter reports that the secret plan prepared for Shell Oil Co. to undercut the boycott campaign, "The Neptune Strategy," has backfired and has fueled support for the boycott. The strategy, prepared by Pagan International, the boycott-busting consulting firm, referred to an operation to gather "intelligence" about boycott supporters.
